Mission / Core Purpose of the Job 

The Internal Control Manager is responsible for evaluating and improving the effectiveness of risk management, internal controls, compliance, and governance processes within Skyview Specialist Hospital. This role ensures accountability, transparency, and financial integrity across clinical and non-clinical operations.

Job Functions

Internal Control & Compliance

  • Develop and maintain internal control policies and procedures tailored to healthcare operations.
  • Conduct regular audits and reviews of clinical, administrative, and financial processes. (clinical, pharmacy, lab, HR, procurement, billing, etc.).
  • Ensure compliance with healthcare regulations 
  • Identify control weaknesses and provide recommendations for improvement.
  • Assess and monitor compliance with statutory, financial, and operational policies.
  • Conduct regular internal audits of all departments 
  • Monitor adherence to internal policies and recommend corrective actions.

 Financial Oversight

  • Review and validate financial transactions, billing, and procurement processes. 
  • Ensure proper segregation of duties and authorization protocols. 
  • Support Internal and external audits and liaise with regulatory bodies.
  • Audit hospital revenue cycle – patient billing, insurance claims, collections, and refunds.
  • Ensure proper inventory control for drugs, consumables, and assets.

Risk Management

  • Identify and assess risks affecting hospital operations and assets.
  • Design audit controls to minimize fraud, waste, and abuse.
  • Monitor and report any suspicious or irregular financial activity.

Reporting

  • Prepare detailed internal Control reports with findings and actionable recommendations.
  • Present Control outcomes to senior management and the board audit committee on control effectiveness and risk exposure. 
  • Follow up on implementation of audit recommendations.
  • Maintain documentation of control activities, audit findings, and compliance records.

Systems & Controls

  • Review and test effectiveness of internal controls related to EMR, financial software, HR systems, and procurement platforms.
  • Recommend enhancements to operational efficiency and cost savings.

Job Specifications: Minimum & Preferred Requirements 

Education / Business Degree     

  • B.Sc. in Accounting, Finance, or a related field (MBA or M.Sc. is a plus).
  • Professional certification: ACA, ACCA, or CIA required. 

Work Experience 

  • Minimum 3–5 years’ internal Control experience (preferably in healthcare or hospital setting).
  • Strong knowledge of IFRS, IPSAS, and Nigerian healthcare compliance frameworks.
  • Knowledge of Health Service Industry will be an added advantage.

Knowledge 

  • Proficiency in accounting software (e.g., QuickBooks, Sage) and Microsoft Excel.
  • Strong understanding of risk assessment tools, frameworks (such as ISO 31000).
