Job Description


  • Experienced International Trade Compliance (ITC) professional to support import activities at the Rotary and Mission Systems (RMS) TLS business unit. The ITC professional will provide support and guidance to the International Trade Compliance team and to Programs/Operations through analyses of U.S. governmental import regulations (ITAR/EAR/U.S. Customs). This role will be responsible for supporting processing of import transactions and assisting RMS TLS ITC with import operations and compliance. The individual in this role may also need to act in an advisory capacity across RMS TLS on import operations, duty mitigations & compliance matters. This role will need to collaborate across RMS TLS and RMS to streamline, automate and align processes and procedures and share best practices, and is responsible for embracing and implementing Digital Transformation as it applies to RMS TLS and RMS ITC tools & processes, that support compliant & efficient import operations. Also critical to the role is the ability to identify and support management of compliance risk within the program.
  • Responsibilities include:
o Assist with clearance of import shipments & export orders
o Conduct analysis of import and export data to provide guidance & recommendations for compliant and efficient operations across RMS TLS
o Conduct transactional reviews of import entries & export transactions
o Support management of authorizations, licenses, permits and applicable exemptions and exceptions for import and export of goods and technology.
o Support development and coordination of Broker Statements of Work.
o Support duty savings and mitigation initiatives and duty refund activities
o Support the development and implementation of import guidance documents, policies, procedures.
o Provide guidance to programs to support execution of strategy related to international business pursuits
o Support review of jurisdiction and classification and Harmonized Tariff Schedule (HTS) Codes
o Manage & support projects that enhance compliance and improve process efficiency
o Support internal and corporate assessments and audits of import activities.
o Support on-call weekend and off-Friday activity
o Support recordkeeping requirements
o Manage ITC related billing/purchase order requirements
o CTPAT support
o Support processing of Bureau of Alcohol, Tobacco, Firearms and Explosives( ATF) transactions
o Support Participating Government Agencies (PGA) requirements
o Draft responses to government communications (such as CF28 & 29 requests)
o Support internal import compliance training
o Additional responsibilities related to audits and assessments, special projects and other operations & compliance activities as appropriate
  • Position virtual but must be located in close proximity to a major RMS LMC facility.

Basic Qualifications


  • 6 years experience working with, understanding and applying U.S. import & export laws and regulations, specifically Customs & Border Protection, the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) as they relate to international trade programs, products, processes, procedures and activities
  • Experience with Harmonized Tariff Schedule (HTS) Classifications
  • Solid understanding of duty savings programs, including Duty-Free Entitlements
  • Strong oral/written communication and interpersonal skills.
  • Ability to effectively collaborate with stakeholders.
  • Flexible team player with ability to multi-task and work independently; demonstrated attention to detail.

  • Familiarity with government contracting practices a plus.
